It might be a small residential plot or a flat in a high-rise building, but the fact is that TP Approval is a document that guarantees a sustainable ecosystem for any home buyer.
Defining TP Approval: Beyond Just a Permission
TP Approval is a certificate granted by the local planning authority of a town or the development body of a particular town, such as the DDA (Delhi Development Authority), NMRDA (Nagpur), or MMRDA (Mumbai). Unlike a simple change of land use (NA), which only alters the tax classification of the land from ‘farming’ to ‘non-farming,’ TP Approval is a ‘holistic sanction.’

The planning authority will not give a Commencement Certificate (CC) or a final RL status to the layout unless the builder provides the following infrastructure:
- Standardised Road Widths: The roads will be of a standardised width to allow for the passage of emergency vehicles such as fire trucks and ambulances, as per the Unified Development Control and Promotion Regulations (UDCPR).

One of the key differences between a "colony" and a "township" lies in the allocation of space. As per the Town Planning norms, the developer is legally bound to set aside a particular percentage of the land (approximately 10 to 15%) for "Open Spaces" or "Green Belts."

For the average Indian citizen, it is almost impossible to buy a house without availing a home loan. And that is exactly where TP Approval will act as your best asset.
Financial institutions such as SBI, LIC, HDFC, ICICI, etc., have very strict "technical clearance" sections. They rarely approve projects without Town Planning Sanctions. From their point of view, an unauthorised plot is considered a very risky collateral for providing loans. If the government decides to penalise the layout, the value of that investment will come down to zero, and they will be unable to recover their loan.

What is NA?
NA stands for Non-Agricultural land. It is basically a land-use tax status. It means you have paid the "conversion tax" to the District Collector. It means the government will no longer expects agricultural activity on that land. However, it does NOT mean that you have permission to construct a house on that land as you can have an NA plot in the middle of a forest with no electricity or roads.
What is TP Approval?
TP Approval stands for Town Planning Approval. It is a design and infrastructure approval status. It means the Town Planning Department has reviewed the map of your plot and confirmed that it is a safe and well-planned place for residential development. Without TP approval, you cannot have a Building Sanction Plan or an Occupancy Certificate (OC).

Check the Sanction Number and Stamp
An approved layout plan will have a letter from the planning authority. The letter will have a unique TP Sanction Number along with the date. You should ask to see the "Master Layout Plan" which should have the official date stamp of the Town Planner in blue or red ink.
Cross-Verify on the RERA Website
Under the Real Estate (Regulation and Development) Act, 2016, all promoters have to upload their plans on the government's RERA website. If the maps do not match what the builder is showing you on the RERA website, then this should be a major warning sign.
Visit the Local Planning Office
If you are investing a large amount of money, then you should try visiting the local planning office. You should try to find out if the survey number of the land belongs to the list of approved projects. You should ask to see the "Public Sanction List."
